Speech at the 14th East Asia Summit

Dear Prime Minister Prayuth,
It gives me great pleasure to meet with my colleagues in the beautiful "City of Angels" in Bangkok. I would like to thank the Government of Thailand for its thoughtful arrangements for this meeting.
At present, the international situation is undergoing numerous and complex changes, economic globalization has been thwarted, protectionism has risen significantly, the international order and global governance system have been impacted, and regional hot spots have arisen one after another. The momentum of world economic growth has weakened, the growth of developed economies and emerging market countries has slowed, and the expectations of major international organizations for global economic and trade growth this year and next have fallen to the lowest level since the international financial crisis. Major economies have cut interest rates in response to the downturn. These unstable and uncertain factors also have a negative impact on East Asia, and the task of resisting new risks and challenges, maintaining stable economic growth, and maintaining the overall situation of peace and development is even more urgent and arduous.
Since its establishment 14 years ago, the East Asia Summit has become an important platform for dialogue and cooperation between countries within and outside the region. The summit, which brings together 18 countries, including major economies in the Asia-Pacific region, covers different social systems and stages of development, has broad representation and important influence, and should and can make a positive contribution to peace and prosperity in the region and the world at large. To this end, the summit should adhere to the positioning of the "leader-led strategic forum" at the beginning of its establishment, continue to balance political and security cooperation with social and economic development, strategic communication and pragmatic cooperation, adhere to the central position of ASEAN, and persist in focusing on East Asia and the Asia-Pacific region. Maintain the existing framework for regional cooperation and prevent cooperation from deviating from the right track. With regard to the next step of cooperation at the East Asia Summit, I would like to make the following suggestions:
First, we will adhere to win-win cooperation and jointly build an open world economy. In the face of a new round of downward pressure on the world economy, we should continue to carry forward the spirit of being in the same boat in dealing with the international financial crisis, strengthen cooperation and deal with it together. It is necessary to strengthen macroeconomic policy coordination, earnestly promote structural reforms, create an open, fair, transparent, non-discriminatory and predictable business environment, raise the level of trade and investment liberalization and facilitation, and stabilize world economic growth. It is necessary to firmly support multilateralism and free trade, firmly safeguard the multilateral trading system with the WTO as the core, and promote economic globalization in the direction of openness, inclusiveness, inclusiveness, balance, and win-win results. The "Belt and Road Initiative" initiative put forward by China adheres to the concept of open, green and clean, and advocates openness, cooperation, mutual benefit and win-win results. Yesterday, China and ASEAN reached a new consensus on the joint construction of the "Belt and Road Initiative" initiative and the overall plan for ASEAN connectivity, which will create favorable conditions for the prosperity and development of East Asia. The 15 member States of the Regional Comprehensive Economic Partnership Agreement (RCEP) have concluded all text negotiations and virtually all market access negotiations, and have decided to complete consultations on a few remaining issues by the end of this year. It will be officially signed at next year's RCEP leaders' meeting. This is a major progress in the construction of regional economic integration, will bring a more open and stable trade and investment environment for the region, and will help boost the confidence of countries in the region, cope with the current downward pressure on the world economy, and maintain the momentum of prosperity and development in East Asia. RCEP is an open and inclusive agreement, a strong support and useful supplement to the world multilateral trading system, and will provide new impetus for promoting global trade and investment liberalization and facilitation and stabilizing world economic growth.
Second, we should give priority to development and achieve common prosperity. Most of the East Asian countries are developing countries, and speeding up development is our primary task, and achieving inclusive, green and sustainable development is our common goal. Developed countries should take effective action to fulfil their commitments to the 2030 agenda for Sustainable Development. All parties should work together to deepen the global partnership for development, achieve inclusive growth, and jointly contribute to narrowing the development gap, improving people's livelihood and protecting the environment. China adheres to the road of sustainable development, adheres to people-oriented, implements the development concept of innovation, coordination, green, openness and sharing, and vigorously carries out work in the fields of poverty reduction, education, health care and the environment, contributing more than 70% to global poverty reduction. Sustainable development is the theme of ASEAN this year, and the "statement on Sustainable Partnership" will be issued at this summit, which will help all parties to jointly promote more balanced, efficient and sustainable development in the region. Since the beginning of this year, China has focused on sustainable development and participated in cooperation at the East Asia Summit, holding cooperation projects in the fields of natural resources, clean energy and new energy, estuarine and coastal governance, and ship inspection technology. Next year, we will continue to hold new energy forums, ship traffic management, new food raw materials exchange and cooperation projects, welcome all parties to actively participate.
Third, we should adhere to the drive of innovation and cultivate new momentum of growth. The new round of scientific and technological revolution and industrial reform are in the ascendant. The vigorous development of 5G communications, artificial intelligence, big data and the Internet of things will profoundly change people's way of production and life. All countries should seize the opportunity, identify and give full play to their own advantages, speed up the transformation and upgrading of traditional industries, constantly develop and expand emerging industries, and realize the continuous transformation of new and old momentum of economic development. Next year will be the year of China-ASEAN Digital economy Cooperation. China is willing to strengthen cooperation with ASEAN in the fields of smart cities, digital economy, artificial intelligence and e-commerce to achieve new results in innovation cooperation in the region. Technological blockade in the field of innovation is not in line with the trend of world development and the common interests of all countries, there is no way out, and it can only harm others and harm themselves. All parties should strive to create an innovative environment of healthy competition, openness and cooperation, so that more countries and people can share innovative resources and achievements.
Fourth, we should adhere to non-traditional security cooperation and safeguard common security. In the face of terrorism, climate change, cybersecurity, transnational crime, drug dissemination and other increasingly prominent non-traditional security challenges, no country can be left alone, and all parties must work together to deal with it. We should strengthen dialogue and communication and actively implement the new security concept of common, integrated, cooperative and sustainable. China supports the statement issued by the summit on combating transnational crime and the spread of drugs, will hold joint anti-terrorism exercises in China this month, and will continue to fund relevant United Nations agencies to hold earthquake emergency drills in Thailand next month. Contribute to addressing non-traditional security threats. China has held joint studies on the security architecture in the Asia-Pacific region for three consecutive years, and is willing to continue to support the exploration of regional security concepts and structures in line with regional reality, so as to provide intellectual support for the maintenance of regional peace and stability.
Both China and ASEAN countries hope to maintain peace and stability in the South China Sea, and with the joint efforts of all parties, consultations on the Code of Conduct in the South China Sea are advancing in an orderly manner. Last year, China put forward its vision of completing the consultations in three years, which was positively responded to by all parties. Efforts are being made to reach the guidelines by the end of 2021 or earlier. The first round of the review of the guidelines was completed in July this year, earlier than expected, the second round of review has also been launched, and the overall process has been smooth and smooth. The guidelines are aimed at enhancing mutual trust, strengthening cooperation, managing differences, not intervening in territorial and jurisdiction disputes between the countries concerned, and are aimed at providing institutional guarantees for peace and stability in the South China Sea. The guidelines are important regional rules jointly formulated, observed and implemented by 11 parties of China and ASEAN countries, reflecting the common interests and concerns of the 11 countries. The consultation guidelines should be based on the Declaration and should be more substantive, effective and operable, with the aim of better maintaining peace and stability in the South China Sea and promoting cooperation among countries in the region. Extraterritorial countries are not parties to the South China Sea issue and should earnestly respect and support the efforts of regional countries.
This year marks the 70th anniversary of the founding of the PRC. Over the past 70 years, China has made one solid step after another and made brilliant achievements on the great journey of realizing national prosperity and strength, national rejuvenation, and people's happiness. This is the work of the Chinese people, who have worked hard and painstakingly, and is inseparable from the opening up and cooperation with other countries. China's economy has been deeply integrated into the world economy, but also brings great opportunities for the development of all countries. Facing the future, China will unswervingly follow the path of peaceful development, pursue a mutually beneficial and win-win strategy of opening up, expand friendly and cooperative relations with all countries in all directions, and join hands with the international community to promote the building of a new type of international relations. We will jointly build a community with a shared future for mankind.
East Asia is our common home, and we need to make joint efforts to develop and build. China is willing to strengthen cooperation with other countries, enhance consensus, maintain regional peace and stability, promote economic development and improve people's livelihood, and create a better future for East Asia.
