The reporter learned from the Anhui provincial government press conference that with the approval of the General Administration of Customs, Hefei Xinqiao Airport Customs (chip), Luzhou Customs (chip), and Tongling Customs officially launched the pilot reform of "two-step declaration." In December, Anhui will promote the reform throughout the province to achieve "full coverage" of enterprises and commodities.
The reform of the "two-step declaration" will "move forward and push back" the links of customs supervision and control, which should be released and managed so that the goods can be quickly and properly managed, improve efficiency by reducing the process, optimize the business environment, and promote the stable development of foreign trade.
As the name implies, the declaration of "two-step declaration" is divided into two steps: the first step is "summary declaration". Based on the bill of lading information, enterprises submit the necessary information to meet the needs of port safety access supervision for summary declaration, and the goods that do not need to be checked can be removed immediately. For goods that do not involve import restriction control, inspection or quarantine, only 9 items need to be declared and 2 logistics items need to be confirmed. In the traditional mode, enterprises generally need to declare 105 projects.
The second step is "complete declaration". Within 14 days from the declaration and entry of means of transport, enterprises shall supplement and submit comprehensive information and documents to meet the needs of overall supervision and control, such as tax collection and management, conformity assessment and customs statistics, and go through customs clearance formalities such as tax payment.
Lei Haitao, deputy director of Hefei Customs, said that as one of the key measures to speed up the level of customs clearance and facilitation, the "two-step declaration" has greatly reduced the economic and time costs of enterprises by streamlining the process.
Through the "two-step declaration" model, enterprises can make a summary declaration on the premise of providing a guarantee, pick up the goods without paying tax, and then pay the tax when the full declaration is made. A guarantee may be in the form of a deposit, a bank guarantee or an insurance policy. Registered as an advanced certification enterprise may apply to the Customs for exemption from guarantee, that is, it does not need to provide any tangible form of guarantee to the Customs, and can enjoy the treatment of releasing the goods first and then paying the tax only on the basis of the good credit of the enterprise.
