Xi Jinping talks with French President Macron
Xinhua News Agency, Beijing, 6 Nov (Reporter Wang Zhuolun and Zheng Mingda)-- Chinese President Xi Jinping held talks with French President Macron at the Great Hall of the people on 6 November.
Xi Jinping said: yesterday, you and I jointly attended the second China International Import Expo opening ceremony in Shanghai. Together in our speech, we sent a strong signal to the world that we firmly uphold multilateralism and free trade and build an open world economy. We have also conducted frank, in-depth and fruitful exchanges on many topics of common concern, enhancing mutual understanding and trust. In the face of the great changes that have not taken place in the world in the past century, China and France, as permanent members of the UN Security Council and representatives of Eastern and Western civilizations, should strengthen strategic communication, shoulder more responsibilities, and demonstrate the responsibility of the great powers. I am willing to work with you to face the world, the future and the people, and push the China-France comprehensive strategic partnership to a higher level and continue to be in the forefront of major power relations.
Xi Jinping stressed: at present, Sino-French relations are showing a strong momentum of development. Since my successful state visit to France in March this year, the consensus we have reached is being actively implemented. The No. 1 and No. 2 units of Taishan Nuclear Power Station have all been completed and put into commercial operation, which provides a successful example for the construction of the third generation nuclear power plant in the world. The two countries jointly issued a list of the second batch of demonstration projects for Sino-French industrial cooperation. The Chinese government has just successfully issued 4 billion euros of sovereign bonds in Paris. China and France have also jointly promoted the completion of negotiations on a geographical indications agreement between China and the EU. China is willing to focus on the six major objectives with France, promote the all-round and in-depth development of exchanges and cooperation, and achieve more tangible results.
First, it is necessary to safeguard and enhance political mutual trust. We should continue to respect each other and put into practice the statements of respect for each other's sovereignty, territorial integrity, core interests and major concerns. We will strengthen exchanges and cooperation among the legislature, political parties and the armed forces, and support and encourage increased exchanges between the central and local departments. Strengthen cyber security and counter-terrorism cooperation.
Second, we should continue to promote cooperation in large-scale projects. China is committed to deepening cooperation with France in the whole nuclear energy industry chain, encouraging and supporting Chinese enterprises to explore new cooperation with France in the Sino-French and third-party markets, and strengthening the foundation of nuclear energy and joint research and development of high and new technologies. We will implement new cooperation in aviation, aerospace and other fields.
Third, it is necessary to expand the opening up of two-way markets. China is willing to expand two-way trade and investment with France, enhance trade and investment liberalization and facilitation, jointly safeguard market rules and the principle of fair competition, and hopes that France will implement its statement that it does not engage in discriminatory policies against China. China is willing to import more high-quality and safe French agricultural and food products and carry out all-round cooperation in agriculture according to market demand. We will strengthen exchanges and cooperation in the field of intellectual property rights and support the conclusion of an ambitious and balanced China-EU investment agreement as soon as possible.
Fourth, it is necessary to promote the joint building of the "Belt and Road Initiative" initiative to link up with the EU's Eurasian connectivity strategy. We will step up the implementation of the list of demonstration projects that have been identified, and at the same time actively promote more enterprises to participate in third-party market cooperation and promote the green development of co-building "Belt and Road Initiative."
Fifth, it is necessary to deepen innovation cooperation and jointly achieve sustainable development. We will promote the in-depth development of Sino-French scientific and technological cooperation, strengthen cooperation in the environment, including biodiversity protection, and welcome more French enterprises to participate in the construction of the Sino-French Wuhan Ecological demonstration City. Expand practical cooperation in new energy vehicles, intelligent network vehicles, artificial intelligence and other fields.
Sixth, it is necessary to promote exchanges and mutual learning among civilizations. We will jointly host the Sino-French year of Cultural Tourism 2021 and strengthen cooperation in museums and cultural heritage protection.
Xi Jinping stressed that China is willing to strengthen cooperation with France within the United Nations, the G20 and other multilateral mechanisms. Firmly uphold the international system with the United Nations as the core, the international order based on international law, and the multilateral trading system based on the rules of the World Trade Organization, and promote the reform of the World Trade Organization to move in the right direction in the right direction by consensus. In particular, the rights and interests of developing countries should be safeguarded. We will adhere to the principle of common but differentiated responsibilities, promote the participation of more countries in international cooperation in combating climate change, and fully and deeply implement the Paris Agreement.
Macron said: it is a great pleasure to visit China again on the occasion of the 55th anniversary of the establishment of diplomatic relations between France and China. I have had frequent exchanges with President Xi Jinping, deepened French-Chinese friendship and political mutual trust, and effectively promoted practical cooperation. I fully agree with President Xi Jinping's views on deepening cooperation between France and China. France and China hold the same position on many major international issues. Under the current international situation, France and China, as two major powers, bear particularly important responsibilities, and France plays an important exemplary role in strengthening dialogue and cooperation with China. The French side is willing to properly handle some differences between the two sides in the spirit of mutual respect. French enterprises eagerly look forward to seizing the opportunity of China's opening up to the outside world, further entering the Chinese market, expanding exports of agricultural products to China, and strengthening cooperation in traditional fields such as aviation, aerospace, and civil nuclear energy. We will expand cooperation in scientific and technological innovation, finance and other fields. China issues euro bonds in France, which is of great significance to France. France is open to Chinese enterprises to cooperate with France and will not close the market door to Chinese enterprises. France is willing to promote the docking of the "Belt and Road Initiative" strategy with the Eurasian connectivity strategy of the European Union, and jointly build a green "Belt and Road Initiative." France should expand people-to-people exchanges and promote mutual learning among civilizations. France and China should jointly safeguard multilateralism, strengthen strategic communication and coordination on counter-terrorism, Iranian nuclear and other issues, and promote early progress in WTO reform. France and China will jointly publish the France-China Beijing Initiative on Biodiversity Conservation and Climate change, and the two countries can play a leading role on these important issues. In the current world full of uncertainty, it is very important for the EU to deepen cooperation with China, and France is willing to promote the in-depth development of EU-China relations and speed up the negotiation process of the EU-China Investment Agreement.
After the talks, the two heads of state jointly witnessed the signing of a number of cooperation documents, including aerospace, nuclear energy, emergency management, cultural heritage, agriculture, industry, nature conservation, finance, and tripartite cooperation.
The two heads of state jointly met with Chinese and foreign journalists and witnessed the signing of the Joint statement on the conclusion of the negotiation of the Agreement on the Protection and Cooperation of Geographical indications between the Government of the people's Republic of China and the European Union.
The two countries jointly issued the China-France Relations Action Plan and the China-France Beijing Initiative on Biodiversity Conservation and Climate change.
