In view of the phenomenon of "reducing the burden on the campus and increasing the burden outside the school" in recent years, the plan also proposes to strictly supervise the teaching of off-campus training institutions, requiring that the training content should not exceed the corresponding national curriculum standards. The progress of the training shall not exceed the progress of the local primary and secondary schools in the same period, the training time shall not conflict with the teaching time of the local primary and secondary schools, and the end time shall not be later than 20: 30, no homework shall be left behind, and no "primary school" teaching shall be carried out for preschool children. In addition, it is strictly forbidden for off-campus training institutions to intervene in the enrollment of primary and secondary schools in any way. Students at the stage of preschool and compulsory education, subjects related to further studies or examinations and their extended competitions or grade tests shall not be held or participated in disguised competitions for the purpose of organizing or participating in disguised competitions for students at the stage of preschool and compulsory education.

The burden reduction of primary and middle school students still needs the guarantee of scientific educational evaluation system. According to the person in charge of the Chongqing Municipal Education Commission, Chongqing is deepening the reform of the educational evaluation system, scientifically evaluating schools, teachers and students, and persisting in taking the implementation of quality education as the focus of evaluating the quality of primary and secondary schools.
