Heilongjiang Province proposes to adhere to the principles of universal public welfare, voluntary participation, perfect service, transparency and openness, deeply tap educational resources in primary and secondary schools, actively carry out after-school work, and strive to provide rich and colorful service contents. To solve the "difficulty" of parents picking up and delivering their children on time, and to solve the "worry" of primary and middle school students' after-school care.
According to the requirements of the opinions, the after-school service targets of primary and middle school students include students in compulsory education and senior high school, giving priority to the services of left-behind children, children with relocation, students from difficult families and so on. The service hours are generally after school on the afternoon of the normal school day, and the end time is in principle no earlier than 17:30. The non-graduation grades of primary and junior middle schools are not later than 18:30, and the graduation grades of junior middle schools and senior secondary schools are, in principle, no later than 20:30.
The opinion pointed out that the service content mainly includes the centralized completion of homework, the organization of characteristic activities, independent reading exchange, social practice and so on. It is strictly forbidden to disguise after-school services into collective teaching or collective supplementary lessons, to cooperate with extracurricular training institutions, and to introduce operating enterprises or other third-party organizations for profit-making purposes. It is strictly forbidden to exceed the standard and charge arbitrarily in the name of after-school service. The burden on students' schoolwork and the financial burden on parents shall not be increased, and the situation of after-school service shall not be used as an index for the assessment and evaluation of schools and teachers.
According to the nature of after-school services, various localities can raise funds by means of government subsidies, service fees or surrogate fees, so as to establish a fee-free policy for students from poor families. Encourage folk artists, skilled craftsmen and inheritors of intangible cultural heritage to actively participate in after-school services for primary and secondary school students, Qualified youth extracurricular activity centers, children's palaces, universities, scientific research institutes, communities and other public welfare professional institutions are encouraged to send staff to participate in in-school and after-school services.
In addition, Heilongjiang Province will also improve the safety management system, clarify the responsibilities of after-school service personnel, and strengthen the safety inspection of activity places and the registration management system of doormen. We will promote the establishment of a government-led, departmental linkage, school responsibility, social participation and parent-supported after-school service mechanism.
