From strong opposition to 99.7% of the public support
In 2011, Xidong Power Plant did not announce in advance the ignition and commissioning, resulting in stench pollution, triggering petitions from surrounding villagers, leading to mass incidents. After that, the project was terminated.
At that time, Wuxi Nissan domestic waste about 4000 tons, the largest Taohuashan landfill design capacity of only 800 tons. Overloaded landfill, Taohuashan storage capacity will run out in October 2017. Xidong power plant can not burn, Wuxi garbage will have nowhere to go.
However, some cadres are worried that they will trigger mass incidents again. "they would rather raise Taohua Mountain than touch the 'active volcano' in Xidong."
It is not in the interests of the masses to stop and blindly act in the interests of the masses. In April 2015, the main leaders of the new Wuxi Municipal CPC Committee took the lead in sorting out their ideas and changing their ideas: "what is correct cannot be flinched, but the key is to find the 'key' to untie the hearts of the masses."
After a year of research and preparation, Wuxi determined the resumption plan: stick to the bottom line without harming the interests of the masses; adopt the highest standard, the best equipment, and the best technology to build the project into a project for the people, close to the people, and rich for the people.
After that, Huang Ditao, a Huang Ditang villager who had strongly opposed the project, found that there were new changes in the village: cadres ran to the village, schools, parks, and other new facilities were built, and the village was renovated so that some families who flooded year after year were no longer flooded. Everyone signed the identity form one after another, and the power plant, which had been "dead-tailed" for many years, was moving again.
In September 2017, the power plant was reignited successfully. Expert acceptance said that it reached the highest domestic standards at that time, exceeding the "EU 2010" level.

Taking the interests of the people as the logical starting Point of Grass-roots Governance
The Xidong power plant project involves 63 natural villages, more than 900 enterprises and more than 20,000 people. How do you get the job done? We should draw lessons from local governments, take safeguarding the interests of the masses as the working coordinates, and strive to build a social governance mechanism for co-construction, co-governance and sharing.

In Donggang Town, Lu Xinhong, a villager who had driven trucks for half his life, got a house, changed social security and had a stable job. In Changjing Town, the Dongqing River Bridge, which villagers have been looking forward to for decades, is about to be completed. Chen Jinhu, secretary of the Jiangyin Municipal CPC Committee, said, "more money is not made up for people, but spent on the collective, and recognized by the masses."
Zhu Aixun, vice mayor of Wuxi, said the local community chest of 5 million yuan has been set up for ecological compensation. In the future, it is necessary to link the benefits of the power plant with the interests of the surrounding people, and establish a sustainable mechanism for sharing results.
Dare to take on the good as a continuous improvement of governance ability
In June this year, the joint working group on resumption of work in Xidong Power Plant was awarded the title of "Civil servant Collective with the satisfaction of the people" of the 9th National Congress. The successful resumption of work in the power plant has not only stimulated the fighting spirit of local party members and cadres, but also reshaped the grass-roots governance pattern and enhanced the cohesion of party organizations.
"I'll be the team leader. If something goes wrong, I'll be in charge!" In October 2016, Li Xiaomin made the cadres applaud at the standing Committee of the Municipal CPC Committee, which decided to return to work.
Why do you make a decisive decision? Because Li Xiaomin felt, "can not miss the window period to deal with difficult problems, let alone beat drums and spread flowers to leave the problem to the next one."

To overcome the challenge of risk, we must struggle hard. Most of the working group cadres live and eat on the front line, "set goals-do work-substitute training with evaluation" every day, and the leaders of the municipal party committee and municipal government frequently go to the front line to face the masses to solve the most difficult problems.
Whether the ability of grass-roots organization is strong or not, gnawing "hard bone" is not only a touchstone, but also a grindstone. Cadres said that it is only when they serve the masses that grass-roots party organizations have cohesion. The resumption of power plant work has enhanced their ability to serve the masses, but also to allow this ability to take root and persist in serving the people.
Return to work is also a reshaping of governance order. The working group also focused on rectifying the problems of local looting of projects, arrears, illegal construction, and so on, thus reversing the social atmosphere. In some villages, the working group held a meeting of village representatives and removed the resentful village leaders, and the masses applauded.
The result of the work depends on the long-term effect, and the career everlasting depends on the system. Wuxi is trying to turn the mass work experience in returning to work into a normal work system. For example, Jiangyin is expanding "a piece of network management," so that the aspirations of the masses can be listened to, and the problems of the masses can be solved, so that 80% of the work of the masses will not leave the village, 90% will not leave the town, and contradictions will be resolved on the spot.
