The standing Committee of the State Council focused four times in February, and all sides made efforts to increase the supply of pork.
Premier Li Keqiang presided over an executive meeting of the State Council on November 6, which once again focused on resuming pig production, curbing the rise in pork prices, and ensuring that citizens "vegetable baskets."
China News Service is a through train reporter combed found that this is the State Council standing Committee for the first time since August 21 to ensure the price of pork as an important topic of the meeting, more than two months, the fourth time to focus on the issue of stabilizing meat prices and protecting people's livelihood.
Pork four times in February
On August 21, the executive meeting of the State Council focused on the problem of excessive rise in pork prices and put forward comprehensive measures to restore pig production; local governments immediately abolished the prohibition and restriction of pig breeding beyond laws and regulations; develop large-scale breeding and support farmers to raise pigs; Strengthen the construction of animal epidemic prevention system, enhance the ability of epidemic prevention and control, timely start social assistance and security standards linked to rising prices and other five measures to curb meat prices.
On September 11, the executive meeting of the State Council once again took how to stabilize pork prices as an important issue, and stressed the need to pay close attention to the implementation of measures to ensure pork prices and correct unreasonable restrictions on pork prices. Trying to restore pig production capacity from the source, fundamentally reduce pork prices.
On September 26, the executive meeting of the State Council focused on the issue of stabilizing meat prices for three times. The background of the meeting is that National Day is approaching, and the State Council should ensure that pork supply is basically adequate, and try its best to make people eat affordable meat, ensure food market supply and price stability during important periods such as holidays, and prevent price linkage from rising. The meeting stressed the need to tighten the "vegetable basket" mayor responsibility system, by abolishing unreasonable restrictions on raising and raising, ensuring feed supply in major producing areas, and so on, so as to speed up the recovery of pig production capacity and do a good job in import and reserve adjustment.
On November 6, the executive meeting of the State Council heard a report on the current agricultural work, calling for ensuring the supply of important agricultural products and stabilizing prices. For the fourth time, the meeting focused on ensuring the supply and stabilizing the price of pork, stressing that we should continue to take more measures to restore pig production, standardize market order, and curb the excessive rise in the prices of some products. We will launch a linkage mechanism between social assistance and security standards and rising prices to ensure the basic livelihood of people in need.
In more than two months, the executive meeting of the State Council has deployed four times to stabilize the price of meat and ensure supply, so that the public can eat cheap pork, and all sides have launched positive actions.
Ministerial policies support local action
Under the deployment of the executive meeting of the State Council, various departments and localities have also put forward a series of measures to stabilize pork prices and support pig production.
The National Development and Reform Commission strives to enable the public to eat meat by encouraging more pigs to expand pork production capacity, promoting pork substitution and subsidizing pork consumers.
-the Ministry of Agriculture and villages has made arrangements for optimizing the range of subsidized machinery purchased by agricultural machinery and supporting pig farms (households) in purchasing agricultural machinery equipment such as automatic feeding, environmental control, epidemic disease prevention and control, waste disposal, and so on.
The Ministry of Commerce closely tracks market developments and, in conjunction with relevant departments, timely releases the central reserve of frozen pork to increase the supply of meat to the market;
The Ministry of Finance has further improved the distribution of subsidies for the compulsory culling of live pigs (including artificially raised wild boars) due to the epidemic of classical swine fever in Africa, which has been adjusted from the current annual settlement to a half-yearly settlement.
The Ministry of Ecological Environment shall, on the grounds of improving the ecological environment, restrict the development of the pig industry or reduce the production capacity of pigs in violation of laws and regulations, and strictly prohibit the adoption of simple measures such as "all shutdown";
During the period from September 1, 2019 to June 30, 2020, the Ministry of Transport waives vehicle tolls for the legal transport of breeding pigs and frozen pork.
-- the Banking and Insurance Regulatory Commission requires banking financial institutions to further increase their support for the pig industry. For pig breeding enterprises that meet the conditions for granting credit but encounter temporary operational difficulties, they shall not blindly restrict loans, draw loans or cut off loans;
Local governments have also taken active action to introduce specific measures to stabilize and resume pig production.
-- Jiangxi has comprehensively launched an action plan for the resumption of pig production and raising pigs, through the construction, reconstruction and expansion of a number of standardized pig farms;
Guangdong and Sichuan have clearly defined the minimum number of live pigs in each prefecture and city or the basic task of ensuring them;
Tianjin, Shanghai, Jiangsu and other provincial financial arrangements for temporary relief subsidies for original pig farms or large-scale farms;
Jilin Province subsidizes the introduction of breeding pigs to breeding pig farms, and Anhui subsidizes the self-examination of African classical swine fever in small slaughtering enterprises.
It is understood that most of the above measures to support the development of pig production have fallen to the ground. Under the policy "combination fist", the rise in pork prices has slowed, and pig production has also rebounded.
Live pigs begin to increase production and meat prices slow down
According to the monitoring of the Ministry of Agriculture and villages, the current pig production is recovering. In September, the number of live pigs in pig farms with an annual output of more than 5000 pigs increased by 0.6 per cent month-on-month, and that of breeding sows increased by 3.7 per cent, and sales of reserve sows continued to increase significantly.
This has been confirmed by the overall recovery in pig feed production and sales. The feed output of pigs increased by 10% month-on-month in September, and the month-on-month increase of piglet feed, sow feed and fattening pig feed was 12.7%, 8.7% and 9.1%, respectively.
Figures from the Ministry of Commerce also show that the rise in pork prices has been brought under control. Pork prices last week (October 28 to November 3) were 52.3 yuan per kilogram, down 8.9 percentage points from the previous week.
But pork prices are still rising. In Beijing, for example, on October 31, the average wholesale price of white striped pigs in Beijing Xinfadi Agricultural products Wholesale Market was 48.26 yuan / kg, up 53.21% from 31.5 yuan / kg on October 1.
In this regard, the executive meeting of the State Council specifically mentioned this trend, clearly pointed out that in the near future, some "vegetable basket" products prices have risen rapidly, which has an impact on the lives of the masses. It is required to continue to take more measures and resume pig production, thoroughly clean up the unreasonable prohibition regulations in various localities, give full play to the role of reserve regulation, promote the production of poultry, beef and mutton, and curb the excessive rise in the prices of some products.
While trying to restore pig production capacity, in order to achieve short-term pork supply and stable prices, China has continued to increase pork imports and put a large amount of central reserves of frozen pork into the market. In September alone, three batches of central reserves of frozen pork were put into the market totaling 30,000 tons.
China will import more than 3 million tons of pork and by-products this year, and total imports of beef, mutton, poultry and other substitutes will reach 2.7 million tons, officials said today.
"Pig production capacity is expected to bottom out by the end of the year, and is expected to return to normal levels next year." On October 25, at a news conference on China's agricultural and rural economic situation in the first three quarters, Wei Baigang, director of the Development Planning Department of the Ministry of Agriculture and villages, said that at present, the effect of the policy is gradually emerging, and the number of pig stocks in many provinces has increased or remained unchanged. The factors for the recovery of production increased significantly, and pig production as a whole entered a turning point of decline and recovery. (Wang Qingkai)
