The circular pointed out that the subjects of the census are natural persons within the territory of the people's Republic of China at the time of the census standards, and Chinese citizens who are outside the people's Republic of China but have not settled, excluding foreign persons who have stayed within the territory of the people's Republic of China for a. The circular pointed out that all localities and departments should conscientiously do a good job in publicizing, mobilizing, organizing and implementing the census in accordance with the principles of "unified national leadership, division of labor and cooperation among departments, responsibility at local levels, and joint participation of all parties." In order to strengthen organizational leadership, the State Council has decided to set up the Seventh National population Census leading Group, which will be responsible for the study and decision-making of major issues in the implementation of the census organization. Local people's governments at various levels should set up corresponding census leading groups and their offices to conscientiously do a good job in the local census work. The funds required for the census shall be jointly borne by the central and local people's governments at all levels, and shall be included in the budget for the corresponding year, and shall be allocated on time and ensure that they are in place.
The circular stressed that all localities and departments should conscientiously do a good job in census work in accordance with the requirements of laws and regulations such as the Statistics Law of the people's Republic of China, the regulations on the implementation of the Statistics Law of the people's Republic of China, and the regulations on the National population Census. The data obtained from the census shall be strictly limited to the purpose of the census and shall not be used as the basis for the assessment, reward and punishment of the administrative work at all levels by any department or unit. The data obtained in the census that can identify or infer the identity of a single census object shall not be used as a basis for specific administrative acts such as punishing the subject of the census.
The Circular makes it clear that it is necessary to establish and improve the mechanism for tracing the quality of census data and accountability, and that statistical institutions of the people's governments at all levels should step up the investigation, punishment, and disclosure of violations of discipline and laws in the work of the general survey. We will resolutely put an end to the phenomenon of human interference with the census work and ensure that the census work is carried out smoothly and that the census data are true and accurate. In order to strengthen the protection of citizens' personal information throughout the process, census institutions at all levels and their staff must strictly fulfill their duty of confidentiality and strictly prohibit the disclosure or sale of citizens' personal information to any institution, unit or individual.
