Injecting New momentum into China-ASEAN "upgrading"
On the morning of November 3, local time, the 22nd China-ASEAN leaders' meeting was held in Bangkok, Thailand. Premier Li Keqiang of the State Council attended the meeting and delivered a speech. As the theme of this leaders' meeting, how to further expand China-ASEAN cooperation is the core topic of heated discussion and discussion between the leaders of China and ASEAN countries. On the other hand, the engine of continuously strengthening the docking of the development strategies of the two sides and strengthening the "quality upgrading" of China-ASEAN cooperation has become the consensus of the leaders attending the meeting. To this end, together with the leaders of ASEAN countries, China has issued a "Joint statement" on docking and cooperation between the "Belt and Road Initiative" initiative and the "Master Plan for ASEAN Connectivity 2025".
From a historical logic point of view, this is the result of the implementation of the consensus on strengthening the development strategies of China and ASEAN countries, and is also a continuation of the efforts of the two sides to promote the docking of development strategies since 2016. For the initiative of "working together to build a closer China-ASEAN Community with a shared Future", strengthening the docking of the development strategies of the two sides is the meaning of the topic. After the "Belt and Road Initiative" international cooperation initiative was put forward, how to promote the strategic docking between the "Belt and Road Initiative" international cooperation initiative and the "ASEAN Connectivity Master Plan 2025" put forward by ASEAN countries has always been a hot topic in the political and academic circles of the two sides. Since 2016, under the role of the consensus between the leaders of China and ASEAN countries to promote the "Belt and Road Initiative" initiative and the "Master Plan for ASEAN Connectivity 2025", China and ASEAN have formed plans or plans for common development in many fields. These include the Action Plan of the China-ASEAN Partnership for the Common Development of Information and Communications (2017-2021), the Strategic Plan for China-ASEAN Transport Cooperation and the Development Strategy of China-ASEAN Transport Science and Technology Cooperation. Thus, we can strengthen the connectivity between China and ASEAN countries in the field of infrastructure and promote the deepening of bilateral cooperation.
In terms of content, the "Joint statement" between China and ASEAN countries on the docking and cooperation between the "Belt and Road Initiative" initiative and the "Master Plan for ASEAN Connectivity 2025", It means that the cooperation and docking between the two sides will show more comprehensive, pragmatic and mature characteristics. In the Joint statement, China and ASEAN countries identified 11 aspects of cooperation, including cooperation in the development of infrastructure projects, trade and investment cooperation, and cooperation against trade protectionism in the world. We will jointly promote cooperation in the (RCEP) negotiations of the Regional Comprehensive Economic Partnership, jointly seize the opportunities brought about by the fourth Industrial Revolution, strengthen people-to-people exchanges, improve people's livelihood, and strengthen subregional cooperation. We should give full play to bilateral and multilateral cooperation mechanisms and promote cooperation. It can be seen that the docking between the two sides through the "Belt and Road Initiative" initiative and the "ASEAN Connectivity Master Plan 2025" aims to achieve a wider, more pragmatic, and more mature strategic docking between the two sides, and not only to seek the project and practicality of cooperation. And it is more of a sign of strategic maturity, such as "opposing trade protection" and "co-seizing 'Industrial 4.0'."
In terms of impact, the "Joint statement" between China and ASEAN countries on the docking cooperation between the "Belt and Road Initiative" initiative and the "Master Plan for ASEAN Connectivity 2025" was issued. We will continue to strengthen the "upgrading and upgrading" of the cooperative relations that the two sides are currently working to promote, and inject new impetus into the development of China-ASEAN cooperative relations, which have entered a new era of "upgrading and upgrading." In November last year, the leaders of China and ASEAN jointly issued the Vision for China-ASEAN Strategic Partnership 2030 in Singapore, defining the objectives, directions and key measures for bilateral cooperation. If the Vision points out the development direction and plans the action guide for the "upgrading and upgrading" of China-ASEAN cooperation, then this "Joint statement" undoubtedly strengthens the engine for the "upgrading" of China-ASEAN cooperation. It provides a new thruster for the realization of "vision".
Although the vision is far away, the line is coming. Now, China and ASEAN countries have taken another important step in the direction of "Vision 2030" and injected new momentum into the "quality upgrading" of strengthening bilateral cooperation. There is no doubt that this will promote China-ASEAN cooperation in the new era to become more comprehensive and mature, and show a closer "community with a shared future" relationship.
