The Heart of Flame Blue is fiery Red-written on the occasion of the first Anniversary of the Establishment of the National Comprehensive Fire and Rescue team
On November 9, 2018, General Secretary Xi Jinping gave a flag and a lecture to the national comprehensive fire and rescue team. At the flag ceremony of the national comprehensive fire and rescue team, seven officers and soldiers of the three and seven lane squadrons of the Fuzhou Fire and Rescue Detachment in Fujian Province were fortunate to undertake the task of escort. Liu Xingyu was one of the seven people who witnessed this historical moment in the Great Hall of the people.
Over the past year, the national emergency management departments and fire rescue teams have faithfully practiced the spirit of General Secretary Xi Jinping's instructions on the flag, wholeheartedly performed their duties and missions, persevered in the wind and discipline, and staggered through the institutional reform.
In 2019, New Year's Day, the three lanes and seven lanes squadron carried out the task of raising the national flag for the first time after changing their titles. Faded "olive green", replaced by "flame blue", 14 team members escorted the new appearance of the national flag. At 06:48, with the majestic national anthem, the flag bearer raised the national flag, and they witnessed history again.
Continuity of loyalty, glorious inheritance
Within a year, the habits of Shi Juntao, leader of the Yulong Brigade of the Forest Fire Detachment in Lijiang City, Yunnan Province, have not changed much. After 19 years in the army, he still stands in military posture, salutes, maintains a military style, and still has a sincere eye to confirm what he often says to other officers and soldiers on the team: once a soldier, he will always be a soldier.
No matter how his identity changed, Shi Juntao asked himself and his team to train as if they were in the army to maintain the physique of the firemen. Two months ago, Shi Juntao concentrated in Kunming for 39 days to participate in the first "Flame Blue" professional skills competition of the Forest Fire Protection team of the Emergency Management Department. The 38-year-old groped and rolled with the boys in his early 20s and finally won the first place in the 8km marching brigade in the wild.
Not only Shi Juntao's Yulong Brigade, but over the past year, the entire national comprehensive fire and rescue team has still been managed and required in accordance with the standards of the disciplined services, and fire officers and soldiers have been stationed 24 hours a day to prepare for war. And maintain regular combat readiness, training, work and life order.
Discipline continues, and the history and glory of the fire brigade are passed on.
The Yunnan Tengchong Forest Fire Squadron was established on December 18, 1997. it is mainly responsible for the protection of 6.6 million mu of forest resources along the border between China and Myanmar, Gaoligong Mountain and Tengchong City. This is a team full of glory. In 1999, the Tengchong Forest Fire Squadron became famous in the 66 days and nights of fighting forest fires on the Sino-Burmese border.
Chen Jian, the monitor of the first class, still remembers the day he first arrived in the squadron. The "initiation ceremony" lasted in this team for many years. As soon as each recruit entered the gate, he first visited the ancient and precious camellia and crape myrtle trees in the yard, paid homage to the ruins of the Anti-Japanese War on Fengshan, and then went to the honor room to see a piece of medals. Go to the showroom to learn about the "three treasures of the squadron" that will be commonly used in the future-a "extreme side post" based on the spirit of General Secretary Xi Jinping's important speech, and a "popular philosophy" written by Ai Siqi. A blank inside page, the diary that needs to be supplemented by the team members themselves, "I have my opinion."
The precipitation of the squadron is the wealth of Chen Chengzhong. Over the past few years, he began with "popular philosophy", widely dabbling in theory and literary works, and completed the transformation from absorption to feedback through diaries and small speeches before meals. In addition to daily training and the implementation of fire prevention and fire fighting tasks, the abundance of spirit allows Chen Jianneng to always maintain his enthusiasm for the cause of fire control and rescue. After the restructuring of the contingent, he encouraged himself with the concept of philosophy that no matter where he was, he should grasp the principal contradiction of loyalty to the party and the people.
Set out as a whole, with an important task of thousands of troops.
One day in April, a child came to the ancient city squadron of the Forest Fire Detachment in Lijiang City. He put down a bag of things at the door, bowed deeply to the fireman standing guard, and then turned away. The member of the guard found the squadron leader Yang Ming with something. When he opened it, it turned out to be a bag of snacks with notes affixed to each bag of snacks, with the words "Uncle fireman worked hard" written in tender handwriting. Some are also mixed with pinyin and typos. The children's thoughts soon spread throughout the squadron. For a moment, no one was willing to eat, but put the snacks on the table and take pictures to commemorate them.
There are many such examples across the country. On March 30 this year, 27 firefighters died in a forest fire in Muli County, Liangshan Prefecture, Sichuan Province. After the fire, more and more people were touched by the career of fire "retrograde". Yang Ming admitted that this concern of the masses is the driving force to support their charge in the front.
Heavy is not only the expectations of the masses, but also the responsibility on the shoulders. After the transformation, the task of the squadron changed from simple fire prevention to comprehensive emergency rescue. Since late May this year, the drought in Lijiang, Yunnan Province has been severe. According to the arrangement of Lijiang Emergency Management Bureau, the ancient city squadron took on the task of delivering water to several villages. At the beginning of every morning, the members of the two classes went out and pulled 8 tons of water from the waterworks one by one to the village where the water was cut off until dark. When he got to the mountain road where the car could not move forward, Yang Ming had to carry it up with the team members one bucket at a time.
Two months of running made Yang Ming very tired. But he could not forget that the people who ran out of water at home saw their "flame blue" and had a look of hope in their eyes. He told himself that he had to shoulder the responsibility because he had to be worthy of the eyes of the masses.
Over the past year, with the rapid progress of the reform of the fire brigade, nearly 200000 fire officers and soldiers have completed the change of identity, rank set, and title change, and recruited more than 14000 new firefighters for the first time. At present, it has entered the stage of induction training.
In April, Li Jian's life also ushered in a change. In 2015, Li Jian was a firefighter in the Wuyishan Battalion of the Forest Fire Detachment of Nanping City, Fujian Province. Later, because of the limited number of firefighters in the Nanping Forest Fire Detachment, Li Jian left the unit. Returned to his hometown of Jianyang, Fujian, to become an anti-drug social worker.
Over the past four years, Li Jian, who returned to life from 9 to 5, put away his dream of fire fighting until the beginning of this year, when the recruitment of firefighters from the Wuyishan brigade began. When he saw the recruitment information on his mobile phone, Li Jian ignored everything in an instant, and now he made the decision to sign up.
The brand-new national comprehensive fire rescue team, the brand-new fire officer and soldier status, as well as Li Jian's brand-new career starting point. A few days ago, Li Jian's son was born. The novice father wants to seize every training opportunity to improve himself, because he hopes that when his children talk about themselves in the future, he will be able to proudly say, "my father is a fire hero."
Call of Duty, then embark on the journey
Over the past year since the establishment of the national comprehensive fire and rescue team, the main force of emergency rescue and the national team have been positioned, focusing on the needs of "all kinds of disasters" and "major emergency" tasks. Efforts should be made to promote the transformation and upgrading of the team from six aspects: rescue concept, function, ability, equipment, mode, mechanism and so on.
On April 1, 2015, Wang Wensheng, who had 34 years of police experience, was appointed commander of the Fujian Provincial Fire Brigade. Only five days later, the deflagration accident of the PX project occurred in Gulei, Fujian Province. The extremely difficult and dangerous fire challenged Wang Wensheng's years of experience and knowledge. Rekindling, extinguishing, rekindling. After a thrilling 56 hours, the open fire in the fire tank was finally extinguished.
Wang Wensheng, who has experienced major tests, understands that changing from facing a single disaster to a "full disaster" and "major emergency" is not only a realistic choice to implement the new requirements of the central authorities, but also to meet the needs of economic and social development.
In order to transform into a national comprehensive emergency rescue team as soon as possible, after the reform and transformation, the Fujian Fire Rescue Corps classified and formed 59 high-level underground, petrochemical, earthquake, water, mountain and other disaster rescue teams, including 4 petrochemical special service brigades; Equipped with a number of imported remote water supply system, piercing arm fire engines and fire fighting robots and other "high-precision" vehicle equipment.
Zhong Weiyuan, 45, is a second-class fire chief of the special service brigade of the Fuzhou Fire and Rescue Detachment. As a special vehicle driver and operator of the brigade, he wants to be familiar with the operation of these high-precision equipment in the shortest possible time. And often need to act as the first person in the actual rescue.
The pressure to challenge the new difficulty is enormous, even if the high-end equipment, but also depends on the driver's on-the-spot judgment and operation feel. For example, in the rescue of high-rise buildings, Zhong Weiyuan often drives a very low 90-meter climbing platform vehicle in China alone to a high altitude, and a slight deviation in the operation will cause violent shaking and cause a second panic of the rescued. Zhong Weiyuan is often nervous in a cold sweat, but on the surface he looks relaxed and keeps talking to the rescued: "Don't look down, believe me."
Technology is iterating, and there is an urgent need to update knowledge and ideas. Many people on the team, like Zhong Weiyuan, felt the same ability to panic, they had to devote themselves to more comprehensive training, learning earthquake collapse rescue, high-altitude mountain rescue, dangerous chemicals rescue and water rescue.
The effectiveness of the training is remarkable. In the collapse of residential houses in the Cangshan Yexia Industrial Park in Fuzhou at the beginning of 2019, the Fuzhou special service brigade not only successfully searched and rescued 17 trapped people within 16 hours, but also made a lot of details: timely psychological counseling for the injured stranded people. Put blindfolds on people who have been trapped for a long time to prevent them from being burned by dazzling light at the moment they are rescued.
In Wuyishan, 200 kilometers away, Liu Guangming, leader of the fifth squadron of the Wuyishan brigade of Nanping Forest Fire Detachment, has just participated in a difficult mountain rescue exercise.
Winding back to Jiuqu Creek, thousands of tourists visit on bamboo rafts every day. On that day, a "tourist" in the simulation exercise went ashore and lost himself on a bamboo raft, and the Wuyishan Forest Fire Brigade quickly dispatched three teams to search and rescue. Soon after the drone found the suspected target, the second team, searching upstream, identified the injured "tourists" at the lower left of a piece of water rock.
The difficulty of the exercise was extremely high. Rescuers were required to slide down from a 10-meter-high cliff to the shore, simply bandaged and hung the wounded on a rope on a stretcher, escorted one meter to the top of the mountain, and then transferred the wounded to the other side of the bank dozens of meters away.
Liu Guangming, one of the conductors of the exercise, was staring at every move of the team members. Mountain rescue is one of the new training subjects for the Wuyishan brigade this year. This brand-new subject, opened in March, has gone through two stages of basic theoretical knowledge learning and basic physical training, and will begin to conduct one or two field exercises in July. For today's exercise, he and the team conducted no less than 10 repeated inferences for each session.
Liu Guangming is most concerned about the safety of each team member. This group of young people in their 20s are generally enthusiastic about the new training they have carried out since the transformation and love to meet the challenges. Liu Guangming calmly asked them to check the ropes and confirm the locks when they were eager to try.
As the "wounded" were successfully escorted to the other side, the exercise was a complete success. Many passengers passing by on bamboo rafts photographed the thrilling moment of fire officers and soldiers crossing Jiuqu Creek with their mobile phones, sending out heartfelt praise.
The first anniversary of the establishment of the national comprehensive fire rescue team, the mission is constantly updated, and the achievements are also continued. Over the past year, the national comprehensive fire and rescue team has completed more than 1.2 million emergency rescue tasks, rescuing more than 660000 people in distress.
They were ready for a new journey. (reporter Li Danyang)
