Experts suggest establishing incentive Mechanism to solve the bottleneck of Revitalizing talents in Rural areas
Xinhua News Agency, Beijing, 13 Nov (Reporter Hou Xuejing)-- talents are the first to revitalize the countryside. Promoting the revitalization of rural talents is an important part of the implementation of rural revitalization strategy. Li Chunsheng, vice chairman of the Agricultural and Rural Committee of the National people's Congress, said a few days ago that in order to promote the revitalization of rural talents, it is necessary to cultivate a new type of agricultural management subjects and train a team of "three rural" workers who understand agriculture, love the countryside, and love the peasants. It is necessary to establish an effective incentive mechanism for rural talents so that talents can enter, make achievements, and retain them.
Li Chunsheng made the above statement at the "2019 Rural Talent Revitalization Strategic Summit Forum" sponsored by the China well-off Construction Research Association a few days ago.
Li Chunsheng said: the implementation of the rural revitalization strategy has put forward new and higher requirements for the training of rural talents. At present, the number of returning personnel in the development of rural industry is increasing, but the current situation of the lack of rural talents has not fundamentally improved. The phenomenon that external talents can not be attracted, local talents are difficult to train, and outstanding talents can not be retained still exist in varying degrees.
Yin Chengjie, president of Chinese agricultural economics, said that the current total number of rural talents is insufficient, the structure is single, especially the lack of marketing, e-commerce, finance and other technical personnel, as well as the development of rural industry in line with the project management personnel. In the future, we should take reform as the driving force to solve the bottleneck of talent restriction in rural revitalization, respect knowledge, respect talents, and speed up the innovation of talent system policy.
The "National pilot implementation Plan for the Integration of Industry and Education" published on October 10 points out that to adhere to development is the first priority, talent is the first resource, and innovation is the first driving force. Deepening the reform of integration of production and education as a strategic task to promote the supply-side structural reform of human resources.
Song Hongyuan, director of the Rural Economic Research Center of the Ministry of Agriculture and villages, said: with the in-depth promotion of agricultural entrepreneurship and innovation, new rural industries, new business type, and new models have emerged one after another, and the training of rural talents should closely focus on the needs of industrial development. Training and attracting talents should complement each other. In addition, in order to attract talents to the city, it is necessary to attract urban public officials, especially retired public officials, to participate in rural revitalization by giving full play to the role of new township sages.
