All certificates set by administrative organs and institutions in Beijing will be cancelled
Xinhua News Agency, Beijing, 14 Nov (Reporter Tai Sicong) the reporter learned from the Beijing Municipal Administration of Government Services on 14 November that Beijing will cancel 10 certificates set up by Beijing's administrative organs and institutions. Of these, except for one that will be put in place by the end of January next year, the other nine will be cancelled immediately. After the certificate is cleaned up, all the certificates set up by the administrative organs and institutions in Beijing will be cancelled.
Ji Yonggang, director of the administrative examination and approval system reform department of the Beijing Municipal Administration of Administrative Services, said that since 2016, Beijing has adhered to the method of linking urban areas and promoting them in batches. After four batches of clean-up in the previous period, the number of municipal certificates has increased from 314 to 61. This year, the Beijing Municipal Administration of Government Services studied and cleaned up 61 certificates retained at the municipal level, forming the fifth batch of clean-up certification catalogue programs. After the fifth batch of clean-up certificates, Beijing has cancelled a total of 277 certificates, accounting for 84 percent of the reduction. Among them, the number of certificates issued at the grass-roots level was reduced from 203 to 17, with a reduction of 92 percent.
Ji Yonggang said that the fifth batch of 10 certificates mainly involved the Beijing Municipal Bureau of Justice, the Beijing Municipal Public Security Bureau, the Beijing Municipal Education Commission and the Beijing Municipal Bureau of Human Resources and Social Security. Of the 10 certificates, except for one that will be in place by the end of January next year, the remaining nine will be cancelled immediately. After the cancellation of the certificate, it will be changed to inform the commitment, submit documents, online review and report, department internal verification or comprehensive investigation, without the need for the applicant to submit a certificate. At the same time, Beijing administrative organs and institutions also need to retain 51 certificates. Among them, 28 were set by state laws and regulations, 23 were set by state department rules and documents, and all those set by Beijing were abolished.
In the next step, Beijing will continue to increase the intensity of card reduction and facilitate the population, and further expand the scope of clean-up of certificates. The first is to sort out and study all kinds of certificates issued by grass-roots communities required by the banking system; the other is to clean up all kinds of certificates required by social organizations, foundations, private non-profit organizations, and other social organizations in Beijing, so as to facilitate the people and enterprises and reduce the burden on the grass roots.
