Zhuo Li, deputy director of the China Maritime search and Rescue Center, said that in recent years, the trunk line of the Yangtze River has shown the characteristics of many types of ships, large navigable density, large ships, and so on. Extreme weather, floods, geological disasters and other risks occur from time to time. It brings new challenges to the water search and rescue work. The Ministry of Transport and provinces and cities along the Yangtze River have continuously improved the emergency response system, upgraded rescue equipment, increased policy support and financial investment, and significantly improved the water search and rescue capacity of the Yangtze River trunk line.
According to statistics, in the past three years, the Yangtze River trunk line organized the rescue of 828 ships in distress, rescuing 7755 people in distress, and the rescue success rate was 98.43%. Successfully dealt with Fuling ro / ro ship "Heji 609" wheel hit the rocks, "Yangtze River sightseeing 1" passenger ship Wushan Shennu Xi hit the rocks, "10.28" Chongqing bus crashed into the river, "Changzhou 6" truck ro / ro ship fire and other major dangers.
The exercise, jointly sponsored by the Ministry of Transport and the Chongqing Municipal people's Government, mobilized the transportation system and 31 units, 32 boats and more than 300 people in Chongqing. Completed the search and rescue of personnel in distress and the transfer of persons in distress, ship fire fighting and rescue, ship oil spill disposal, waterway emergency access, deep diving equipment long-distance rapid delivery, sunken object salvage and other six exercise subjects.
During the exercise, professional ships with advanced facilities and strong actual combat capabilities, such as emergency command boats, sea patrol boats, waterway survey ships, beacon ships, self-propelled oil collection vessels, fire fighting vessels, environmental protection monitoring vessels, and dual-purpose towing and rescue vessels, were collectively unveiled, each showing their abilities. High and new technologies and equipment, such as waterway multi-beam scanning, autonomous remote control underwater vehicles, industrial fire and rescue drones, intelligent lifeguards, have also been centrally applied for the first time.
At present, the Ministry of Transport is strengthening the sharing of emergency equipment resources with provinces and cities along the Yangtze River, and striving to build a modern Yangtze River trunk line emergency rescue system with omni-directional coverage, round-the-clock operation, rapid response and effective rescue.
