Hohhot has implemented the mechanism of "separation of fees and certificates" on the basis of increasing the intensity of collection and recovery and ensuring that state-owned assets will not be lost. By the district government issued by the "recovery commitment letter", the collection department for accounting processing, the real estate registration department according to the "recovery commitment letter" can go through the real estate registration formalities. Up to now, 130 copies of the "letter of commitment to recover" have been issued by the district government to effectively solve the problem of "arrears of fees owed by development enterprises and involvement of homeowners."

For projects that have not gone through the formalities of land use, Hohhot evaluates the land price according to the operation of the land market at the time of the construction of the project, and collects the proceeds of land transfer according to 30% accounting, and no longer performs the land transfer procedure.
