The income from labor services was 3.25 billion yuan, and important breakthroughs were made in the large-scale transfer of employment by farmers and herdsmen.
In the past two years, Tibet has formulated and promulgated policies and measures to encourage employment and entrepreneurship and vocational skills training, and achieved breakthroughs in the comprehensive employment policy, employment marketization, and employment skills training for farmers and herdsmen. At the same time, Tibet will promote employment into the region's economic and social development goals, farmers and herdsmen transfer employment, employment training and so on into the performance appraisal. This year, the region has trained more than 1500 labor brokers, more than 3000 labor unions and labor cooperatives, and the proportion of organized labor exports has reached more than 12 per cent.
Tibet has established a training assessment and evaluation system based on the employment rate after training, vigorously promoted "order-oriented" training, docked posts in advance, and created "orders" led by government departments, and enterprises provided post "orders." In terms of funds for training and subsidy for farmers and herdsmen, all of the 90 million yuan in training subsidies for farmers and herdsmen arranged by Tibet this year have been allocated, of which 70 million yuan has been used as a whole to combat poverty.
