In recent years, China and ASEAN have joined hands and supported each other, and have made significant progress in promoting their respective economic growth and social progress. The cooperation between China and ASEAN has been fruitful. Not long ago, at the 35th ASEAN Summit and the series of East Asian cooperation leaders' meetings that ended in Bangkok, Thailand, the two sides made major breakthroughs in promoting the (RCEP) negotiations of the Regional Comprehensive Economic Partnership Agreement. Once again, it has won great attention and praise from the world.
In fact, since the establishment of dialogue relations between China and ASEAN, bilateral cooperation has always been very active, as can be seen from a series of figures released at the China-ASEAN leaders' meeting.
So far, China and the 10 ASEAN countries have established the largest free trade area among developing countries, and China has maintained ASEAN's status as the largest trading partner for 10 years in a row. In 2018, bilateral trade volume reached 587.87 billion US dollars. So far this year, ASEAN has become China's second largest trading partner. In 2018, two-way investment totaled more than 200 billion US dollars, basically achieving a two-way balance.
The history and culture of China and ASEAN countries are pluralistic and inclusive, each has its own characteristics, people-to-people exchanges have a long history, have a long history, and people-to-people exchanges and cooperation are closely active. The two sides have formed 201 pairs of friendly cities, 38 Confucius Institutes have been established in ASEAN countries, and Chinese universities have set up official language majors in 10 ASEAN countries, and the number of foreign students from both sides has increased year by year. The two sides are one of the most important tourist destinations, with nearly 4500 flights a week. Last year, 57 million people traveled between the two sides, breaking through the 50 million mark for the first time.
Such a fiery popularity is a true portrayal of the close hearts of the people on both sides. China has always regarded ASEAN as the priority direction of peripheral diplomacy and the key area for jointly building "Belt and Road Initiative," supports the building of the ASEAN Community, and supports ASEAN's central position in East Asian cooperation. Support ASEAN to play a greater role in building an open and inclusive regional architecture.
During the ASEAN summit, China and ASEAN announced new cooperation initiatives, and cooperation in various fields was further upgraded. First of all, the two sides in-depth docking development planning. The China-ASEAN Joint statement on docking and Cooperation between the "Belt and Road Initiative" Initiative and the Master Plan for ASEAN Connectivity 2025 states that. China will speed up the construction of existing economic corridors and transport corridors such as the China-Thailand Railway, China-Laos Railway and Yavan High-speed Railway, and strengthen cooperation in the interconnection of railways, roads, ports, airports, electric power and communications infrastructure. Lay a foundation for regional economic development and prosperity.
Secondly, innovation cooperation has also become a new bright spot of cooperation between China and ASEAN. The "China-ASEAN Smart cities Cooperation Initiative leaders statement" stressed that China supports the establishment of partnership city relations between China and relevant ASEAN cities, and promotes policy exchanges and cooperation in standards, technology, and so on. The two sides identified 2020 as the year of China-ASEAN digital economy cooperation, hoping to seize the opportunity of a new round of scientific and technological revolution and industrial transformation, and promote innovative cooperation between the two sides in the fields of digital economy, artificial intelligence, big data, network security, and so on.
Third, consultations on the Code of Conduct in the South China Sea are accelerating. Last year, China put forward its vision of striving to reach the guidelines in three years, reflecting China's greatest sincerity and good intentions in advancing the consultation process. On the basis of this vision, the parties set a common goal for the completion of the consultations by 2021 or earlier. Within a short period of one year, all parties completed the first round of review ahead of schedule, launched the second round of review, and reached a series of consensus on the mode, planning, and path of consultation. The progress is encouraging and highly commendable.
Finally, it is particularly worth mentioning that the seven-year negotiation of the Regional Comprehensive Economic Partnership Agreement made a major breakthrough during the summit. With the joint efforts of relevant member countries, including China and the 10 ASEAN countries, the summit officially announced the conclusion of negotiations among the 15 member countries as a whole, and also made arrangements for the parties to negotiate and resolve relevant follow-up issues. This marks a major breakthrough in the construction of the East Asian Free Trade area, which has the largest population, the most diverse membership structure and the greatest development potential in the world. Leaders made positive comments on the significant progress made in the negotiations on the regional comprehensive economic partnership agreement, and agreed that under the current situation, the completion of the negotiations is conducive to sending out a message committed to building an open world economy and supporting multilateral trade. We will improve the regional trade and investment environment, promote trade and investment liberalization and facilitation, help countries better meet challenges, enhance the future development potential of the region, and benefit the people of all countries in the region.
