Gansu Province requires all localities to carry out registration, transaction and taxation "one window acceptance, parallel processing", set up a comprehensive acceptance window in the government service hall or the real estate registration hall, uniformly accept all relevant matters, and collect all the necessary materials at one time. From the date of submission of the application by the masses, the time limit for handling the whole business process of transaction, registration and payment of tax shall not exceed 5 working days.
Gansu Province plans to build a provincial "Internet + real estate registration" platform to achieve unified online applications, centralized acceptance and independent inquiry. We will launch a web version, WeChat version and self-help terminal version of the real estate registration online application platform to provide the masses with a variety of choices and build a unified online office hall for real estate registration at the municipal level. Offline real estate registration "one window to accept, parallel processing" extended to the line, to achieve 24 hours "do not close".
At the same time, the real estate payment and certification links will be merged to integrate the relevant management personnel to improve work efficiency. In the registration of real estate inheritance (non-notarization), publicity should be carried out in parallel with the audit link to shorten the processing time.
In order to solve the problems of multiple processing links and repeated submission of materials, Gansu Province clearly stipulates that all materials without legal evidence shall be abolished, and the information available for departmental information sharing shall no longer be required to be provided by the applicant. The transfer contract, proof of payment of land transfer price, planning verification, completion acceptance and other certification materials shall be directly drawn by the registration institution, and the applicant shall not be required to submit it on his own.
