The fact that no one raises a child refers to a child whose parents are in line with serious disability, serious illness, imprisonment, compulsory isolation and detoxification, other measures restricting personal freedom, and missing persons. Or a child whose parents are dead or missing, and whose parents are seriously disabled, seriously ill, imprisoned, forcibly segregated and detoxified, subject to other measures restricting personal freedom, or missing.
It is reported that there are nearly 20,000 children in Henan who have no one to raise, and these children generally have problems in such aspects as relatively low living standards, difficulties in getting effective guardianship, and psychological problems in some children.
In order to protect the legitimate rights and interests of children without raising children in fact, the opinions require that in terms of basic living security, starting from January 1, 2020, the basic living security subsidy for children without raising children in Henan will be guaranteed in accordance with the basic living standards for orphans. In fact, if no one raises a child who has reached the age of 18 and is still studying in school, he may continue to enjoy the basic living expenses. In the aspect of medical rehabilitation security, medical assistance shall be implemented in accordance with the provisions on the facts that no one is raising children, and the policy of subsidizing and participating in insurance shall be implemented by classification. In the aspect of educational assistance, with reference to the funding standards for orphans, the fact that unraised children are included in the scope of educational assistance and the educational support system, and enjoy the corresponding policy treatment.
The opinion pointed out that while ensuring the full protection of one person and not missing one person, all localities should strengthen supervision and management and improve the joint punishment mechanism for credit evaluation and breach of trust. The breach of trust of parents and other guardians who have maliciously abandoned support or deceived safeguard funds, materials or services by means of false reporting, concealment or forgery shall be recorded in the credit history and incorporated into the national credit information sharing platform, To implement joint punishment for breach of trust.
