Beijing entered the heating season in mid-November. With the gradual progress of coal-burning treatment in Beijing in the past two decades, the smell of pungent soot that used to open windows and go out has disappeared, and the dirty operating environment of coal-fired boiler rooms has disappeared. Cottage residents in the winter to buy coal, move coal, fire from ear to ear, ash disposal scene has been rarely seen.
Monitoring data show that the average annual concentration of sulfur dioxide, an air pollutant directly related to coal burning in Beijing, has decreased from 120 μ g / m3 in the early stage of treatment in 1998 to 6 μ g / m3 in 2018. In the first 10 months of 2019, the concentration of sulfur dioxide has been further reduced to 4 μ g / m3, achieving a win-win situation of warmth and atmospheric governance.
In addition, in the first three quarters of this year, the average concentration of PM2.5 in Beijing was 42 micrograms per cubic meter, and the air quality has improved significantly.
The beginning of the campaign of prevention and control of soot air pollution in Beijing was the transformation of small coal-fired boilers of 1 ton and less in the urban area in 1998. For more than 20 years, Beijing has adhered to the strategy of energy cleanliness and made continuous efforts to reduce coal combustion in order to improve air quality.
Yu Jianhua, deputy director of the Beijing Municipal Bureau of Ecological Environment, pointed out that under the situation of rigid growth in total energy consumption, Beijing's coal consumption dropped from a peak of more than 3000 million tons to less than 4 million tons in 2018, a cumulative decrease of 87 percent. Electricity, gas and other energy accounted for more than 96%. From the internal and external, industry coordination, energy allocation between a rise and fall, showing a northern city energy structure adjustment of a long and difficult process.
According to reports, over the years, Beijing's coal-burning work has gradually advanced from the urban area to the far suburbs, focusing on the main areas of coal-burning consumption in terms of electric power, industry, heating, residential consumption, and so on.
During the decade from 1998 to 2008, Shougang started relocation adjustment, 5700 boilers and more than 22000 steam tons of boilers implemented clean energy transformation, and 93700 households in the core urban area bid farewell to coal burning for heating.
In another decade from 2008 to 2018, four major coal-fired power plants were shut down or shut down, and coal-fired "zero" was basically achieved in Beijing's industrial sector, with a total of more than 1.4 million households of clean energy replacing civilian bulk coal.
By the end of 2018, the Beijing Plain area has basically achieved "non-coalification", and the city's coal-fired boilers have basically achieved "zero clearance."
According to reports, in recent years, Beijing has gradually formed a complete and systematic management mechanism in accordance with the general idea of controlling total amount, banning increment, reducing stock and preventing rebound.
On the overall planning of the work, the relevant departments issued a series of documents, such as clean air action plan, coal reduction work plan, autumn and winter attack action plan, winning blue sky defense action plan, and so on. In terms of laws and regulations, according to the Atmospheric Law and the atmospheric regulations of Beijing, the provisions of the most strictly prohibited burning areas in the country are promulgated. In the standard system, the local standards in the fields of gas turbine, boiler, cement industry and coal quality are formulated to form the most stringent and international advanced coal to clean energy environmental management standard system. In terms of financial investment, we have formulated and improved more than 20 policies to encourage the reduction of coal combustion, with a wide range of subsidies, strong support and strong sustainability; in terms of effectiveness consolidation, we should strengthen the construction of power and gas supply protection systems, and increase the law enforcement inspection of illegal use of coal.
It is understood that during the heating season, Beijing will continue to focus on the ability to ensure the supply of electricity and gas, improve the maintenance mechanism of equipment, and make residents' heating facilities so that they can live, use, and burn warmly. The conversion of coal to clean energy projects continues to promote the improvement of air quality.
