"I could learn so much, I could go to work, and I could make money. I couldn't even think about it before!" At the comprehensive service center for the disabled in Jiutai District, Changchun City, Jilin Province, Yue Zhongsheng, 47, said he was fiddling with his handmade works and was excited in his words.
Yue Zhongsheng, from Dongha Village, Mangka Township, Jiutai District, was disabled in his secondary limbs as a result of poliomyelitis in his infancy. In June this year, I came here to study handicrafts. Over the past few months, he and several disabled "classmates" not only produced increasingly exquisite handicrafts, sales are also very good. Not long ago, their first salary arrived on schedule.
Entering the critical period of getting rid of poverty, there are still 19000 poor disabled people in rural areas who have built files to help the disabled and help the poor in line with local conditions, and strive to enhance the well-being of the disabled.
Creating the whole chain of helping the disabled and Poverty Alleviation: making the disabled feel valuable
In mid-November, snowflakes have floated in many areas of Jilin, while the Integrated Service Center for the disabled, which is full of homes, is full of warmth, where many people with disabilities like Yue Zhongsheng have regained their self-worth.
Li Xiaoli, 51, who trained with Yue Zhongsheng, has a tertiary physical disability. When the reporter saw her in the willow training room of the service center, she smiled and said that now she can not only support herself, but also teach the new disabled to make handicrafts-"I can be a master!" Li Xiaoli said happily.
In May this year, the Comprehensive Service Center for the disabled was set up in Jiutai District. The Jiutai District Government cooperated with the public welfare institutions in Shiman District in the form of purchasing services to introduce vocational education while students received compulsory education. Students provide vocational training while completing compulsory education to lay the foundation for their integration into society.
Hu Yanping, the founder of Shanman Home, has long been committed to helping the disabled and public welfare. She admitted that linking education, training and the employment of persons with disabilities is a guarantee to help persons with disabilities successfully lift themselves out of poverty and improve their quality of life. Up to now, the service center has trained a total of 120 disabled students, employment projects cover baking, painting, handmade and other categories, dozens of disabled people have been trained to work.
Today, this comprehensive service center for the disabled is combined with the rehabilitation and care center for the mentally handicapped, founded by Hu Yanping eight years ago, with the participation of the disabled Federation at all levels in Jilin Province and the Jiutai District Government. We will jointly create a new integrated development model for poverty alleviation and disability assistance, which covers education, training, employment and care for the disabled.
"the work of helping the disabled cannot rely solely on love. It is very important to explore a sustainable development model. Combined with the reality of good homeland, we hope to explore such a new way to replicate and popularize. " Li Defu, vice chairman of the Jilin Provincial disabled Persons' Federation, said.
Rehabilitation services: safety and security for the health of the disabled
In the afternoon, at the Longquan Village Health Center in Mingyue Town, Antu County, Yanbian Prefecture, Liu Zhenlin, a 56-year-old village doctor, had just taken his blood pressure for the patients and hurried into the rehabilitation room for the disabled in the inner room to guide them in the correct use of rehabilitation equipment.
"I usually come every 10 days or so, about half an hour at a time." Dong Xinjuan, a 53-year-old fourth-class physical handicapped, told reporters while wearing rehabilitation equipment while doing cervical traction under the guidance of the doctor.
"I have a disability in my leg, and cervical spondylosis is also quite serious. Liu Zhenlin and other family doctors often come home to help me measure my blood pressure and recover. With them, I feel much more secure."
Dong Xinjuan's "family doctor" is a rehabilitation service team, composed of doctors from three-level diagnosis and treatment institutions in counties, townships and villages, to sign up services to key groups such as poor households with disabilities.
Wang Pingtang, first secretary of Longquan Village, said that a total of 24 people from 16 families of poor disabled people have built files and cards in the village. By building a rehabilitation room for the disabled to the village, they asked a family doctor to sign a contract and sent rehabilitation services to the door of the home of the poor disabled.
"Rehabilitation is the foundation, accurate rehabilitation is accurate to people, services to the household, to build a file card for the disabled to bring protection, but also brought a sense of security." Wang Pingtang said.
The staff of the rehabilitation department of the Jilin disabled Persons' Federation told reporters that by the end of October this year, the rehabilitation service rate for the disabled in the province had reached 83.59%. The overall coverage rate of poor disabled persons in need of archival cards to receive basic rehabilitation services has reached 90%, and basic rehabilitation services have been provided to more than 25000 disabled persons in need of archival cards and persons with disabilities who have returned to poverty due to illness.
Industrial Poverty Alleviation: giving people with Disabilities a sense of access
In Songjia Village, Beidahu Town, Yongji County, Jilin City, Jilin Province, villagers mainly grow corn, but subject to topographical and climatic factors, they often work hard for a year and do not sell at a good price.
Now, some villagers under the leadership of the local "get rich" Li Duanren, through the cultivation of hazelnut to achieve poverty. Seven years ago, Li Duanren established the Yongji County Renli Hazel Tree cultivation Farmers' Professional Cooperative, which is responsible for the unified supply of hazelnut seedlings and the unified guidance of technology. Today, cooperatives have led to more than 400 families for the disabled.
"unlike crops such as corn, hazelnuts are harvested every year. It takes about five or six years for hazelnuts to enter the fruitful period. But an acre of corn earns only a few hundred yuan, while an acre of hazelnut earns seven or eight thousand yuan. " Li Duanren said.
At the same time, the Yongji County disabled Persons' Federation took advantage of the situation, took Li Duanren's hazelnut planting base as a poverty alleviation training base for the disabled, organized the disabled to carry out hazelnut cultivation training, and trained more than 500 disabled people.
According to reports, in recent years, through technical guidance and financial assistance, Jilin Province has built a total of 172 poverty alleviation bases for the disabled at all levels, and resettlement and radiation have led to the employment and income increase of more than 7000 disabled people.
Li Defu said that most of the disabled people in Jilin who have not yet been lifted out of poverty are severely disabled. "the next step will be to further strengthen the protection of the bottom, do a good job in the care and care of the disabled, and ensure that none of the disabled will be left behind in the fight against poverty in Jilin Province." Li Defu said.
