Ningxia uses pragmatic measures to cultivate talents and retain talents

Up to now, the total number of talents in the region has reached 726000, and the planning goal of reaching the total number of talents in the region by 2020 has been completed ahead of schedule, and the talent agglomeration effect is beginning to show.
According to Huo Li, full-time deputy secretary of the working Committee of non-Public Economic organizations and Social organizations in Ningxia Hui Autonomous region, Ningxia has stepped up the training of local talents. To implement the talent training project with high-level talents such as "academician reserve", "science and technology leader" and "youth top notch" as the main body, subsidies ranging from 5 million yuan, 500000 yuan and 100000 yuan to 30000 yuan will be given respectively. And each year, about 2000 young and middle-aged local talents are selected to visit the region for study and study.
Ningxia pays attention to the introduction of talents. In terms of full-time introduction, Ningxia encourages institutions to introduce full-time PhD and above high-level talents without establishment restrictions. According to the classification, identification level, and disciplinary differences of talents, the autonomous region gives introduced talents a one-time living subsidy ranging from 200000 yuan to 2.2 million yuan, and provides 200000 yuan to 30 million yuan in scientific research start-up funds.
In order to retain talents, Ningxia to establish a more effective talent incentive and service mechanism. Ningxia allows institutions of higher learning, scientific research institutes and public hospitals to formulate separate measures for the examination and approval of the total amount of performance wages, so that the income of staff and workers is linked to post responsibilities, work performance, and actual contributions. High-level talents shall be paid by agreement, annual salary, project salary or one-time reward.
